2026年6月13日（土）〜14日（日）、熊本市国際交流会館にて移住連全国ワークショップ2026 in 熊本—熊本地震から10年　差別・排除をのりこえ地域からつくる多民族・多文化共生社会」が開催され出席してきました。※English is below.

1日目の全体会の基調講演では、鈴木江理子さんから「『秩序ある共生社会』の名のもとに強化される外国人管理と排除」と題した講演がありました。
その後、熊本市国際交流振興事業団事務局長の勝谷知美さんからは「支援から共創へ〜熊本地震から10年の外国人支援と多文化共生の地域づくり」をテーマにお話がありました。

また、コムスタカ代表の中島眞一郎さんからは「多文化共生参画をめざすコムスタカ—外国人と共に生きる会の歩みと取り組み」のお話がありました。
その後は、「労働」「技能実習・特定技能」「難民・収容・非正規滞在者の生存権」「自治体施策」「女性」「子ども・若者」「移民のコミュニティづくり」の7つのテーマの分科会に分かれて、それぞれ活発な議論が行われました。

2日目の全体会では、まず前日に行われた7つの分科会から報告があり、その後、移住連共同代表の鳥井一平さんから、2月からスタートした「ヘイトにNO！全国キャンペーン」について全体報告がありました。

弁護士の丸山由紀先生からは、2026年5月に公表された「不法滞在者ゼロプラン強化推進パッケージ」についてのお話があり、最後に、外国人人権法連絡会共同代表の丹羽雅雄弁護士から「外国人・民族的マイノリティ人権基本法」および「人種差別撤廃基本法」の制定を求める取り組みについてのご提起を頂きました。
日本社会において、外国人規制や管理強化政策が強まっている中、「差別・排除をのりこえ地域からつくる多民族・多文化共生社会」を目指すために、各地域や現場でがんばっている人たちが集まり情報交換をする場はとても貴重です。1年に1度、この場でエネルギーを蓄え、それぞれがそれぞれの現場に戻っていくのだと感じています。また1年、私たちもがんばります♪

On Saturday, June 13, and Sunday, June 14, 2026, I attended the “National Workshop 2026 in Kumamoto—10 Years Since the Kumamoto Earthquake: Overcoming Discrimination and Exclusion to Build a Multiethnic and Multicultural Society of Coexistence from the Local Level,” held at the Kumamoto City International Exchange Hall.

During the first day’s opening session, Ms. Eriko Suzuki presented a keynote lecture titled “Control and Exclusion of Foreigners Intensified in the Name of an ‘Orderly Society of Coexistence.’”

Following that, Ms. Tomomi Katsutani, Secretary General of the Kumamoto City International Exchange Promotion Foundation, spoke on the theme “From Support to Co-Creation: Support for Foreign Residents and Community Building for Multicultural Coexistence 10 Years After the Kumamoto Earthquake.”

In addition, Mr. Shinichiro Nakashima, Representative of Komustaka, spoke on “Komustaka Aiming for Participation in Multicultural Coexistence—The History and Initiatives of the Association for Living Together with Foreigners.”
Following that, participants divided into seven breakout sessions organized around the themes of “Labor,” “Technical Intern Training and Specified Skilled Worker Programs,” “Refugees, Detention, and the Right to Life for Undocumented Residents,” “Local Government Policies,” “Women,” “Children and Youth,” and “Building Immigrant Communities,” where lively discussions took place in each group.
During the plenary session on the second day, reports were first presented on the seven breakout sessions held the previous day. Following this, Mr. Ippei Torii, Co-Representative of the Migrant Solidarity Network, gave a general report on the “NO to Hate! National Campaign,” which began in February.

Atty. Yuki Maruyama presented on the “Package for Strengthening and Promoting the Zero Undocumented Residents Plan,” which was announced in May 2026. Finally, Atty. Masao Niwa, Co-Representative of the Foreigners’ Human Rights Law Liaison Council, raised the issue of efforts to enact the “Basic Law on the Human Rights of Foreigners and Ethnic Minorities” and the “Basic Law for the Elimination of Racial Discrimination.”

In Japanese society, where foreigner regulation and policies to strengthen control are intensifying, it is extremely valuable to have a forum where people working hard in various regions and on the front lines can gather and exchange information with the goal of “overcoming discrimination and exclusion to build a multi-ethnic, multicultural society of coexistence starting from the local level.” We feel that once a year, we recharge our energy at this event before returning to our respective fields of work. We’ll do our best for another year! ♪
